Emergency Measures in the Public Interest (COVID-19) Act 2020

On Friday, 27 March 2020, the Government passed the Emergency Measures in the Public Interest (COVID-19) Act 2020, which introduces additional supports and protections for renters during the COVID-19 emergency period. The COVID-19 Act 2020 has introduced moratoriums on both notices of terminations and rent increases during the emergency period; thus, effectively pausing all tenancy terminations and rent increases. This takes effect as of 27 March 2020 for a period of three months, ending 27 June 2020, and may be extended further by Government Order.

The Minister for Housing, Planning and Local Government has published a Guidance Document for Landlords and Tenants, which provides information on the restrictions on tenancy terminations and rent increases outlined in the emergency legislation, as well as the income supports available for both landlords and tenants in more detail during this period.
